Using the high school investigated in the Phase I project as a springboard, this paper exams why most teachers don't fully use computer technology in their classrooms. It uses the ideas of constructivism and Seymour Papert in particular to develop an argument for creating strong teacher education programs that demonstrate and require preservice teachers to develop and promote computer skills in their own teaching. Furthermore, it examines what schools can do to support veteran teachers.
